Your Air Passenger Rights on Canadian-Origin Flights

All flights departing a Canadian airport are covered by the Air Passenger Protection Regulations (APPR), administered by the Canadian Transportation Agency (CTA). APPR entitlements apply regardless of the carrier's nationality or where the aircraft is registered. Key provisions: for delays within the carrier's control (not safety-related), compensation scales from CAD $125 (delay of 3–6 hours) to CAD $1,000 (delay of 9+ hours) for large carriers. For cancellations within carrier control, passengers may choose a refund to the original form of payment, rebooking on the next available flight, or rebooking on an equivalent alternative carrier within 48 hours.

APPR applies to the first segment departing Canada on a through-ticket. Connecting segments operated by a separate carrier under a codeshare or interline agreement may be subject to that carrier's home jurisdiction (e.g., EU261/2004 for flights departing an EU airport). When connecting through Frankfurt on Lufthansa metal, the YYZ–FRA segment falls under APPR; the FRA–DEL or FRA–BOM Lufthansa segment falls under EU261, which provides materially stronger compensation for delays over 3 hours on flights over 3,500 km (€600 per passenger for routes over 3,500 km).

Travel Insurance note: APPR compensation does not cover consequential losses (missed events, hotels, etc.) beyond the prescribed food/accommodation allowances. Travellers with onward hotel bookings, wedding attendance, or other time-sensitive commitments should supplement APPR coverage with third-party trip delay/cancellation insurance underwritten to cover consequential loss.

Currency Declarations and CBSA Customs on Return

Canadian residents returning from international travel are subject to personal exemptions under the Customs Act. After 48 hours outside Canada: CAD $800 exemption. After 7+ days: CAD $800 exemption (same level, but alcohol and tobacco allowances are higher). Gifts purchased abroad for Canadian residents are dutiable above the exemption threshold. Goods carried for commercial resale are not exempt and must be declared to the Canada Border Services Agency (CBSA).

Currency reporting: amounts of CAD $10,000 or more (or foreign equivalent) in cash or monetary instruments must be reported to CBSA on the BSF5020 form (Declaration of Cash and Monetary Instruments). This is a reporting requirement, not a prohibition — failure to report is an offence under PCMLTFA and can result in seizure.
